Uvula (voiced by BJ Ward) is a ceceallia who is arch foes with Hariel, the princess of all oceans, who is also her sister. She and Hariel are both daughters of King Triceps. She is obsessed with taking the underocean kingdom and claiming, kidnapping, keeping and imprisoning mermaids. They fight for Billy's love, but in the end, Billy marries both of them.
