Mrs. Pollywinkle is the founder/headmistress of a prestigious performing arts school Billy was accepted into as a dance major. Unfortunately, she is also a dark witch that steals the souls and talent of it's students so that she may remain the world's greatest dancer. She was ultimately defeated by Billy's father Harold in a dance off.
As a running gag, almost everybody mispronounces her name, once even Pollywinkle herself.
Appearance
She is a thin old lady who wears a yellow gymnist suit with a blue-ish tutu, leg warmers, and ballet shoes. She has a long nose, and wears her hair in a bun.
